From what I can gather, being I haven't seen a components entry in any .uti as of yet, it is likely based on the prices you set for the item in it's .uti file, the highter the price the more components to make it. Changing the additional cost value in the uti file affects how much components you need to make an item. At least that what I did to lower the cost for the implants.
