Sometimes a certain combination of keys will get you to it.. sometimes hitting escape when you get lag.. sometimes hitting alt-tab after you're in the tab menu and then hitting escape... I've heard a couple stories. If you don't have the free cam files installed... you've stumbled into the interface that the free cam files unlock. I don't believe the game will actually let you use the interface once you've gotten to it though. The game will either do nothing or crash.
