It is illegal as stated in the EULA (End-User License Agreement): "...You may not:... (10) commercially exploit the Software,..." That is the way it is for this game series. Others are not as strict(ie: some xbox 360 stuff), but in others it is not explicitly prohibited, but is frowned upon.
