Hit The Road Dead-End

I stumbled into this dead-end when I used to play, pre-internet as a child, I assume the rest of the world has discovered it at some point by happy accident, but I'd like to know if there IS a way around this?

 

After getting the briefing from Kushman's, do not ride the Cone-O-Tragedy, do everything up to and including accessing Trixie's trailor and getting the Gator Golf card, goto Gator Golf, get max stuck in Dunk-The-Beast, and voila, a dead-end. Sam won't ride the Cone cause he misses his lil' buddy and therefore you cannot gain access to World O' Fish to pick-up the bucket you need to release him.

 

Correct me if there is a way around this?

Whoops, just discovered I'd asked this question already and it can be gotten out of by asking the guy at the biggest ball of twine about the fish heads, and World of Fish appears, can't believe I never read the solution on my own topic from 9 years ago.
