Do you need to learn programming things if you want to make a good game? And what is the best program to make games with? Robot? AGS? And where can i download AGS?

I want to try games factory, but i don`t have the cncs32.dll file in the system folder, and i can`t copy it to the system folder. I get a message where it stands something. I`m from Norway, so a screenshot wont help. HELP ME PLEEEEEEEEEEASE WITH SUGAR ON TOP. ------------------
