As I think I've tried to explain before, "All your base are belong to us" is one of the badly translated phrases of an old Sega game called "Zero Wing." The game regained some popularity among 'computer geeks' who were playing ROMs of old games, and they made fun of the terrible translation.

 

Eventually, someone made an animated GIF of the intro to Zero Wing, and some people (who were no doubt bored) began to photoshop the phrase and/or characters from the intro to various other photos, similar to what many did with the WTC tourist guy... So it's a big in-joke for those guys who know what the phrase is about.

 

In similar ways to how people thought the WTC guy photoshops were funny, they thought the "All your base" edits were funny, and later, some group of people got together to create the flash movie.
