If you're not able to get ahold of photoshop or paintshop pro, try to get a copy of a more limited program, like MGI Photosuite or Adobe Photodeluxe. They'll suffice for basic editing of existing skins. If you want to make your own skins from scratch though, you will need one of the more expensive programs.
