1-With paint, just draw somehting, and to insert text, clickthe "A" , and be sure to click the bottom option (THe one with the funny shapes) other wise, your entire back ground will be colored white.

 

2- I'm not sure about the dark crosshair. There may be a mod out for it, but I doubt it, sorry.

i dunno about dark aimers but i kno how to make custom acatars cause thats how i make all mine, i use pant and photoshop. and you have to set the windo(for the picture) to 70x70 pixels

ive seen a mod for darker crosshairs ill post the site up soon and also you could try in setup as thats were ive got my chnage my crooshair thing

there is a good mod called fuzzy crosshairs, available at jediknightii.net that gives you a bright green crosshair that really helps me.

 

also you can increase crosshairsize with this command cg_crosshairsize xx the default value is 12 so anything higher than that may help.
