Ping

When browsing for games, I always sort them by ping and then pick servers with the lowest pings.

You might also check to make sure nothing else is using your connection in the background before playing. Spyware (a nuisance par excellence) is one common cause, as are firewalls (oddly enough) and some other programs (MSN messenger and ICQ for instance).

To check and remove the spyware (if any) try using the Ad-Aware program from http://www.lavasoft.nu . It's freeware and effective.

Close everything you have open bar the ABSOLUTE essentials. f you have MSN messenger installed, check the Task Manager (ctrl-alt-delete) for a program named "loadqm" or "loadqm.exe". This program consumes vast resources and does...nothing. If you know how, remove it from your startup completely (requires editing your registry. If you like I can post the method).

Doing those simple tasks should improve performance in general, not just on the net (if any of them are relevant).
