If you wanted a cubic area of space completely illuminated - roughly the size of Yavin let's say, you would probably want to put around 10,000 as the light, and place it in the center. You could also evenly distribute light by placing 10 1,000-leveled lights around the perimiter...so as to create a spotlighted effect underwater. It's really up to you. The less light you create underwater, the less you will be able to see. If you are making a Hydroball map, you are going to need ALOT of lighting.
