Toy box units loooking the same?

Why do different toy box units look the same? For example, Nikto and Barada look exactly the same but they are different people and different species. Moff Yisteras and Moff Darc look exactly the same. These same guys look exactly Minister Decar and the zalor militamen just different colors. I am sure they are more but those are the ones I saw. They also made up two moffs for this game but didn't put Moff Tarkin and Moff Jerjorrod. I know it doesn't follow my question but I would like to see more of Jabba's henchmen and more Mos Eisley Catina people in a sequel or expansion pack.

Because they are small and therefore not very detailed. Besides, I don't think they spent much time on making every toybox unit very different, since there are so many it would be a lot of work on units that many people will never see.

What i find a little silly is having 'Emperor Palpatine' and 'Darth Sidious' both whom have the same art, attack, hp's etc with the only difference being the name.

Sidious and Palpatine don't have the same hp and attack but they do have the same art because they're the same person!!!

They look the same because what is the purpose of making a totally new art in the toybox when you have a unit that looks almost exactly like it in the toybox already?

 

Windu, they have darth sidious for the ep1 campaigns and the emperor for the other campaigns. If they didnt, youd make five different threads on why they didnt include Darth sidious and they did include the emperor

I am aware as to why they made the two different units, it just would've made more sence to me if they just used a trigger to change, for example Darth Sidious' name to 'Emperor Palpatine'.

Windu...... they dont have same attack and hp!

 

emperor has 300 HP 20 attack

Sidious has 450 HP 10 attack so swivel
