If he allows inspections and they do find them Saddam then has to destroy the weapons or else any support he had in many countries would evaporate. Who will be starting the war though? We are enforcing UN sanctions. He's the one violating them. If we find the weapons that Saddam refuses to remove, then he's the one clearly violated UN sanctions, and that makes him responsible for the action that would be taken against him.
