openGL "blown out" highlights in JK2/JK2Radiant

What's shakin, fellas? Have you guys seen all the screenshots from Star Wars: Knights of the Old Republic that have been released? A lot of them show off these "blown out" over-exposed-looking highlights around lightsources. Here, I'll post one to show you:

Is it possible to recreate this effect in JK2? I've tried using high-intensity lights with small radii, but nothing is working. Maybe somebody can better explain the relationship between the "light" tag and the "scale" tag to me?
