HE is wondering why Morhpeus hasn't filled their positions. And it wasn't killing Morpheus' crew that would get him plugged back in. It was giving them Morpheus so they could get the codes to Zion's mainframe. I think the reason that Morpheus hasn't filled those posts is because he doesn't want to have to trust anyone new. In fact, Link only joined them because he promised dozer he would join the crew or something...
