Secondly, there won't be set up a PA Hall until Wraith get's the game and get to play for abit (his choice how long, but I don't think it will be long ) Thirdly, you can't build a PA city/town/colony closer than 1 km from a real city (naboo, Bestine, Mos Eisley, Coronet, etc....)
