It's not a "file", it's a folder or directory. You put "files" in "folders". Find the directory or folder you installed Jedi Academy in (something like C:\Program Files\Lucas Arts\Star Wars Jedi Academy, I'm doing this from memory on a computer that doesn't have JA). Keep going into the folders until you see one called GameData. Go into that folder and there is one called Base. Open the Base folder. Put your map and skin .pk3 files in the Base folder. Mods usually go in their own folder in the GameData folder.

Yes, and once you've put your mods into new subfolders in GameData, when you go into the game, and hit SETUP you'll see an option called MODS.

 

Click on that and you'll see a list of the folders you made that you can click on to load each mod individually.

 

If you dump everything in your base folder that means the game will have to load all those pk3's every time you start up (and might cause conflicts). So only put maps and skins you use often into /base, new directories for everything else.
