That is way to high for a maxrate for most machines, and the maxrate is more dependent upon net connection, not really the CPU processor speed, etc. Try setting it down to like 5,000, or 4,000 if you suspect any of the users are dial-up (since dial-up can only handle up to 4,000 max rate) and if using DSL, your upload is probably only 128, or 256 at max so you could probably only handle 6-8 people at 5,000 maxrate, and about 1-2 people at 25,000 if that.
