Are you using the app.2da envmap=CM_Baremtal option..or a .txi adjustment? using the app.2da way, I've noticed in my skins, if I alpha channel where I want it to be shiny..the stronger the alpha (close to 100%) it becomes "silvery" (except black), but then again..it doesn't look quite like scratches then. For texturing, I often use the airbrush flow with a "splatter" looking brush...low-mid alpha strength.. It would also depend on the underlying color of where the alpha lines are. ie - Green with 50% alpha is a shiny green, but 100% alpha makes it silver....
