In KotorTool, go to ERFs-->TexturePacks-->swpc_tex_tpa.erf-->W-->w_lghtsbr_001.tpc. Then just extract it, making sure you save the shader also (double click on the texture, select 'export selection to txi file, and then save it and it will save both the tga file and the txi shader file). Then just open it up in photoshop or whatever program you have and edit away! Then, you'll have to rename the texture so it matches your model.

To model a new lightsaber, you have to have a modeling program such as GMax (free) or 3Ds Max (expensive). Before you try to model a lightsaber, just try out a few of the tutorials that come with the programs. Once you get the basics down, try out A-Z of Modeling a New Lightsaber Hilt written by T7nowhere. It will walk you through new lightsaber hilt creation.

Just make sure to extract the rexture corresponding to the saber's color, for instance, the red saber is #6 and the blue one is #1.
