Milkshape 3D, 3D Max, GMAX those i think are some.

I can confirm that 3D studio max 4.x, 5 or 6 can create a valid file to be used by the compiler.

 

Softimage XSI should also be able to do it (because that's what raven used to make most of the game content )

 

Milkshape and Gmax (or other free 3D software) cannot export a valid .XSI file for the compiler, you can model with it, but there will be no way to get the character in-game.

 

You can use any software for non character models.
