You're probably not evil enough on the alignment scale. From what I understand you must be at least 15th level, waaay down in the red on the alignment scale and approach Kreia.

you have to be at least 45 percent dark, and level 15.

What is 45% dark?

 

To open up the PRC dialog, you have to be at level 15 or above and have 75% alignment mastery (light side or dark side). Since the devs use a 0-100 scale for alignment, then you would need to be at either 25 (=75% dark side) or 75 (=75% light side). Unless you're use KSE to monitor/alter your alignment, the numbers don't mean much though. The best way to tell if you're there is if the Visas Introduction movie plays (it's the cutscene with her and Nihilus on the Ravager). If you've seen it, then you've got your 75% mastery.
