I extracted it and changed it in photoshop but it's the same. While I'm not 100% certain this is the problem in your case, it may be caused by where you put your modified file. For some reason the game engine will not look for all files in the override folder. Some will only be looked for inside the TexturePack ERF files. I suspect your changes would work if you added the modified icon to the texturepack file you originally extracted it from, instead of putting it in the override folder. All of the GUI element tga files are read from the texturepacks from what I can tell. I haven't tried this method yet myself due to the possibility that I might have to extract all of the elements within the erf and then rebuild it just to try it out.
