PCGameMods tend to be fairly unstable these days and only work periodically. LucasFiles usually work even though it's a bit slow, it's probably just some temporary problem that will be fixed soon. Some mods can be found at http://www.kotorfiles.com as well, which usually works, though not as many as PCGameMods. You can find direct links to some mods on PCGameMods in this thread, which tend to work as long as the site can be reached. I doubt anyone here knows what's going on since the admin of pcgamemods don't seem to have much contact with the community these days.
