I'm guessing you have a working Television in your house, no? So you must have heard about the recent tragedies befalling the US at New York and Washington DC. Well, since RA2 and yurins Revenge are about attacking america, and the box art looked accordingly, the developers decided that it might not sit well to have New York City burning on the box cover.
