how would i reskin an area in kotor 1 and 2?

If you want to reskin a module so that it looks unique you will have to hex edit the models for that area, otherwise you can just put your edited skins in Override to override the default textures.

Modules are the same as any other model in this respect, you just need to find the proper Targa image file for the module and make your changes.
