Lantzen
You can choose to side with Kavar, just say no to Tobin when he meet you in the Cantinna. On my first playthrogh i was dark and i didnt know how to side with Vaklu.
JediMaster12
I think what also affects the decison to side with Kavar is the Twilek and the whatever talking before going to the merchant quarter. What you say there helps too.

Tupac Amaru
It is only important what you do in the "Matter of Leadership" quest. Kill at least one of the three captains for Anda and you have no choice but to join Vaklu. If you have removed the captains without killing any of them then Tobin will still ask for your help, but you can decline his offer and join Queen Talia and Kavar instead. If you don't help Anda then you'll automatically side with Talia/Kavar. There are several oppotunities to show your support for Vaklu (the argument between the Twilek and the Devaronian, Ponlar, swoop-racing). What you do there won't decide which side you will join in the end, but speaking up for Vaklu is neccessary if you want to talk to Anda.
