Not exactly. http://www.starwars.com/databank/character/asajjventress/?id=bts Asajj Ventress was developed for the Clone Wars multimedia project from unused concept art generated for Episode II. Before the character of Count Dooku was finalized, the Art Department at Skywalker Ranch explored a variety of possible directions for the new Sith in Attack of the Clones. One ultimately abandoned direction was that of a pale, bald-headed female warrior with twin lightsabers. She was vividly depicted in a series of illustrations by Dermot Power. Though that design was never chosen, it was reused by Lucas Licensing to become Asajj Ventress, the Dark Jedi enemy, and commander of the Separatist Army. I bolded the relative part.
