Why not make Jedi females clothes like a witches costume and hat, make male Jedi clothes like a wizards costume with a hat and make Malak's robe make him look like a Devil. He probably did, it just occured to me that they're the only one's w/ hoods on in Tatooine except for the Sand People Females.
