(The two states look quite similar) Personally I'm inclined to think the former, as a Force power that can stop people from dying is a lot less cheesy than one that can bring back the dead. But on a more on-topic note: Whether it could prevent death or reverse death, it is very unlikely Kreia learned it and used it on Uthar of all people.
