SOMEBODY PLEASE TELL ME HOW TO ADD A NPC IN THE GAME WITH A QUEST INSTALLED WITH HIM. AND WHAT PROGRAMS AND FILES I WILL NEED.

All it takes is a few minutes to look through the tutorials section and you normally find what you need.

Most Quests are loaded with Script you'll have to get a scripter(harder to find now) or learn it yourself. And please dont talk it full capitals-in a forum it means you're yelling at them.

The journal entries are basically what make quests umm.. quests..

 

A script that you tell to fire at a certain time (d3 teaches you how in the thread I suggested) tells the journal to update to the next entry.
