All you do is move those around and if you go into edge mode (the little triangle not shaded in) you can hold shift and move around edges and move the hair any which way you want, you can also copy (Holding shift+moving the mesh) To create more hair. Your probably moving on the X and Y axis. If your works, the transform gizmo (its the thing that appears when you select vertices) can be used to move something in different ways. The way you want it to move is on the Z axis. (Up and down) To make the hair look more natural, you may want to move the vertexes on not just the Z.
