Possible to alter game art?

I've seen a project recently that takes game graphic resources and converts the english text to german (for backgrounds and sprites). I was wondering how this was accomplished and what tools I'd need to do something similar myself.

That's game text that's being altered, not game art / graphics (if I understand you correctly) - object names, subtitles etc?

No, I'm talking about text on the actual background/sprite art that's been altered for other languages. Like signs, etc.
