I was on the move with my city...nearly enough to upgrade to tech 2...and my Dad calls me and tells me to throw the clothes down...I gte lucky and Leon attacks while I'm gone...when I get back I see a good deal of my villes had been slaughtered...and that those 5 minutes I was gone were crutial...durring that time I could have been building an army...but no...when Leon attacked all he faced were 2 Recruit Troopers(I hadn't upgraded to tech 2 yet) and 2 mounted troopers...
