Jpeg can be much higher. The trick is to convert the bmp or jpg to the closest gif pallet. Also, the compression method is important. I use optimized and adaptive settings. Movies that have the same colors in the frames will look better and be smaller in file size. Try converting a bmp with less colors, it'll look better.
