Once you introduce a day/night cycle, it brings a sense of time-scale to the game. If you were to have the above mentioned "one hour equals one game minute" concept, how long would it take to build and research? At the moment we have no real sense of time, so it doesn't matter that a droid can build a fortress in a few minutes. If you had the time scale it would be building a fortress in three hours, when it should realistically take three months or something. In this case, Gameplay>Realism and once you add a little bit of this time scale realism the whole question of times comes into it and ruins gameplay. Weather, on the other hand is great, and right at home in Star Wars. We've seen sandstorms, blizzards and rainstorms in the movies, why not add them to the game? You could even have something similar to a weather element when a large building is destroyed and a lot of dust is kicked up like in the Battle of Geonosis. I think it should work like this: all movement and line of sight within a weather phenomenon is decreased. This counts for all units: Troopers, Mechs, Jedi, Air, Heavy Weapons, Sea, everything. It would not be a huge reduction, but still noticeable, say 10% decrease. Some civs might have technologies like this: Galactic Empire unique tech: Specialist Troopers - All Troop Center units no longer have reduced line of sight while in a weather condition. Rebel Alliance unique tech: Guerilla Warfare - All Troop Center units except Mounted Troopers no longer have reduced movement while in a weather phenomenon. It's best not to differentiate between weather phenomenon (like saying Gungans are unaffected by monsoons) as this makes civs stronger on certain maps and starts to get too complicated. And these unique techs are pretty useless if you only have a 10% reduction. And guerilla warfare doesn't really have anything to do with weather...
