No, I remember being in that room and talking with Maggie and after the cut scene where she is taken by the spidery thing I went there to get clues on where she was.

Yup, that's a picture of "The Library" in the Museum Spire

It's actually really easy to get to, just go to the musem spire with the moving images in the walls and there should be a hole in the lower wall on the far left that you can go through to get there.
