Det. Bart Lasiter Posted April 16, 2006 Posted April 16, 2006 I use Audacity, it's free and it has most of the features most people need for sound editing. Just open an audio file (MP3, WAV, OGG, etc, etc) and make your changes.

Thanks. You mean a text to speech? Just go to google and type Text to Speech and you'll get alot of results.
