The first beta weekend I was a part of was like that. They must have set the respawn really fast too, because sometime before I got my loot the bad guys has already respawn and were shooting me in the back. During the stress test they seemed to have set the respawn rates slower, never had anything respawn before I got my loot. I did have to wait a few times for the boss to respawn though. Raids (or "Operations" as they're called in TOR) are special scenarios for folks who have reached lv50 and have finished the main game. The most folks can group together in the game outside of Operations is 4 players per group, so there will still be plenty of waiting in line. We made a raid group to do the world boss on Coruscant at level 18(it's a level 18 superboss lol) At least in Beta, you could form a group, then the group leader can change the group to "Operation" and there's operation 8, 16 and 24. If you make a huge group, you can all get credit. Not that I expect anyone to actually be willing to do a 24 man group on a single NPC lol.
