WolfmanNCSU
If you want to do a simple resize, conversion, or crop; I just use MS PictureEditor. It comes with MS Office but I think you can probably download it for free. Of course, the absolute best pic editor/maker is photshop in my opinion. CoolJ
look for animagic somewhere, it's good for resizing gifs and making them... adobe photoshop is great for editing/making pics... and Jasc Image Robot is great for converting files and just resizing
Robbiesan
there's some good ones at Tucows . There's a good little program called Irfanview that should do the trick. You can resize or crop the image.

Kurgan
Photoshop is the best, but if you can't afford it, try Paintshop Pro. It's also a bit easier...

obi
1. Load the image. (File, open) 2. Resize it. (image, resize) 3. Type in 70 x 70 in the box 4. Save it as a "gif" Image 5. Come back here, go to usercp, change avatar, Load avatar off of your computer, and wahla.

Kurgan
True, it does cost $$, but you can get a free trial. I figure if all you wanted to do was resize avatars, that should be plenty. But whatever you like. ; )
