a proc needs to perform certain steps do achive 1 'action' in the runnig OS/App .. (just see it that simple) .. e.g. get next Programcount, get the command, load caches & registers etc .. all this is ONE cycle .. And according to the POWER (=workingspeed = Number of cycles/ interval ..) of your proc there are (almost always) some FREE cycles left by the OS, especially if you are doing NOTHING .. (hey .. i dont say you do nothing .. )

 

so seti@home does nothing else but upload some small exe or what and some data to CALCULATE .. it runs in the BG and just uses the CYCLES which are not needed by your system .. and then if you are online next time calculated data will be exchanged with new uncalculated data.
