Yes, BUT not with the normal ingame functions

 

With some mods you can open nearby doors. Some people made mods where people/items are inside.

But even if you can open the doors thru warp and such there is nothing inside. Just empty rooms, think they left those there and they were supposed to be for something else.

how would i warp into these locked doors? and is it possible to get in the military base on telos sub level?

First, you can't warp into specific places of modules. Second, your statement would imply you want to be inside the door rather than the room behind it. You can use Darth333's whereami armband to open them, but as PoiuyWired stated, there's nothing inside them.

 

The sublevel of the military base is cut content that is being restored by Team Gizka. You can warp there with the code 'warp 298tel' but it's incomplete.

Do you have the files for 298TEL in your modules directory? They don't come with the game.
