There is nothing in the game indicating that a Lightside Exile is leeching force from anyone, as far as I remember. One could, except Revan failed in his mission. Sure, he converted a ton of Jedi, but he was betrayed and "killed" off by Malak. He manage to destroy Malak canonically...but his entire Sith Empire is now in ruins. I wouldn't trust anything the Jedi Masters say on that matter though since they've shown blatant ignorance of everything else that goes on in the game. They think (or rather Vrook thinks, and has managed to convince the others) the Lightside Exile is one, just like Nihilus, but there are more things in the game indicating that they are wrong. There's where the player comes in. The Exile could be another Nihilus or the complete opposite if they want to. Before anyone brings up canon, rmember how things like this are considered a legitimate part of the EU. For the most powerful Sith, I think that's very relative. In terms of combat, I'd go with Nihilus (despite fanboy superstition ). In terms of actual usefulness, though, I'd say Palpatine. He was the only one who who actually took over the galaxy, after all.
