I dunno what the directx situation is on windows 7, but on xp you need 9.0c, no idea if dx11 has all of htat or not, but try updating anyway. Basically, when it's enabled (like it is by default) if a program wants to interact with specific 'important' parts of the system, a box pops up and asks if you want to continue or not.
