I voted for Veers. He was a no-nonsense military man trying to do his job the best way he could...largely without the political in-fighting and 'one-up-manship' that was prevalent among the other Imperials. Well, that's how he came across on screen, anyway.

 

He's also one of very few Imperials that I assume got away with his life...because you never see him die in the movies...whereas most of the others on that list are now Bantha Fodder.
