I don't believe there is a set level. I think they're in the random loot system, so theres a random chance of finding them. As for buying them in a store or something like that, I don't know.

I used the korriban glitch and i was on level 35 and i got 3 i say 3 sets of master robes mostly on onderon

got master vrooks ones when i killed him on Dantoinne and i was LS so i wanted to see what happen at the end with the masters but never finished up with her
