He's completely evil, manipulated his way to becoming the Chancelor then Emperor and all of the other people in the poll are his lackeys! Maul was his go-for, Tarkin was just one more Grand Moff under his control, Jabba only lived because he served a minor use to him, Fett (whille awesome) never waranted much importance to the Emperor and Vader was corrupted ad manipulated by him through every movie(so far) except the Phantom Menace. Sidious/Palpatine is the most evil, hands down! Go Emperor! :emperor: :emperor: :emperor:

He was one of the most tragic characters in the movie, a good man turned bad by the corruption of society. That's one of the most chilling types of characters. It makes us realize that anyone can become evil- or return from it.
