No one was as purely aligned on the evil/dark side, as Palpatine was. Through all 6 episode's he completely evaded all semblance of his existance (no one actually figured out that Darth Sidious was Palpatine lol). He masterminded all this with great insight into the future, with his immense power in the dark side of the force. He was my ultimate villain. "Now young skywalker..... you will die.....," end dramatic evil villanry.... add... very evil smile while torturing a defenseless, weakened, Jedi. As far as skills go? Well I'd go with Darth Maul, as top dog. But killing and being and apprentice doesn't make a good villain. He was obviously the best Sith with a saber though, even better then that old fart Dooku, I just wished he used the force more. All I saw him do was toss a stupid droid head outta the way (with the Force) and do a Force Jump, I wanted to see him push back his opponents and mix it up, like Vader does. Most importantly, Maul was a sick evil flocker. He was almost as evil as his Master Sidious. He was almost a pure biological machination of revenge, hate, and terror, living only to destroy Jedi for their victory well over a 1000 years in the past. I just wish there was more we could've seen of Maul. As far as pure balanced skills go?? I'd say its a tie with Dooku and Vader. We only see Dooku/ Tyrannus for a bit in the AOTC using the dark side. But its a very impressive display, especially the fact that he has Force Lightning, a rare dark side power. Vader however out of every character in the 6 SW movies used the force the best, IMHO. No one was more cunning in battle with the combinations of the force AND lightsaber dueling. Therefore Vader would be my 3rd pick out of the Villain's. I'm pretty sure that by episode 3, everyone has his identity figured out. I wanted to see him push back his opponents and mix it up, like Vader does. Most importantly, Maul was a sick evil flocker. Watch closely, and you'll see he force pushes Obi back. Sick flocker? What I think it means? Force Lightning, a rare dark side power. Probably not - Vader could probably had done it as well. Vader has a cool-factor that is plainly unbeaten. He is the most sinister monster in SW, always striding, never running, he moves about his business with a deliberacy and accuracy that is that of an inescapeable tide of darkness. He has the style, the lines, and the air of being a "you positively DON'T want to have me on your heels" kind of person. And he doesn't suffer from the "look-what-our-new-computer-graphics-can-do-symdrome". The Emperor (as portrayed in Return of the Jedi) comes a close second.
