Even if your remove it from your 'windows components, parts of IE are scattered all over the place, in the internet connection setup files, dial up networking setup files etc... What do you mean by hotmail defaulting to ie? Surely it is just a web adrress, so it should use whatever the default browser is? Or do you have it set up in outlook or windows messenger something? Apprently there are ways to get around it (a) regedit, but htis can mess up a few things in messenger (b) stuffplug plugin, but this need messenger plus, which some consider adware but i'm not sure either is worth the drawback.
