To establish context, the picture is of three American Nazi Party members, with leader George Lincoln Rockwell in the center, at a Nation of Islam rally. The Nation of Islam, for those unaware of American history, was a militant Islamic organization consisting mainly of, as you might guess, African Americans. Rockwell and the Nation of Islam both agreed that the best solution to alleviate racial tensions was total segregation.

Yes, the far left wing and the far right wing actually do go around full circle and meet at some levels. Not really surprising militant US Nazis and militant NOI members would agree that complete separation of races was desirable.
