Other than probably Mace Windu (and maybe, maybe not Yoda, and perhaps Obi-Wan), Qui-Gon is probably the only truest Jedi ever to be in the films. How Qui-Gon is portrayed is like how the ideal Jedi should be portrayed. It was a shame he died, but even in the way of the Samurai (in which I believe Jedi were mainly based from?), he died an honorable death: In battle.

Most "outsiders" call most every Force User a Jedi, whether they are or not. Dark Jedi that are not in the Sith are likely to be labeled "Dark Jedi," like Jerec of Dark Forces 2, or Asajj Ventress of the Clone Wars. So in a way you can call him a Jedi, but a more appropriate term is Dark Jedi, and a most accurate term is a Sith Lord, being a bunch of Dark Jedi trained and influenced by the Dark Side. Well, until the Battle of Ruusan a thousand years before the Battle of Yavin, where Darth Bane escaped and allowed the Sith Order to survive on his two terms, being one master and one apprentice (to keep stealth) and everyone being named "Darth _____".
